Overview

As the Senior Manager - Government Affairs, Pricing, Value and Access, you will help lead government affairs, pricing and market access efforts in Canada.  You will work closely with commercial, medical, patient support program, regulatory and global teams to develop and deliver policy and access strategies that enable patients to receive the care they need. 

 

You will leverage existing and build new relationships with federal and provincial decision makers and develop strategies to engage key stakeholders across the entire pharmaceutical policy, access and reimbursement ecosystem.  You will have responsibilities spanning all phases of the product life cycle, for current and future medications.

 

You have a keen interest in health policy, are motivated by collaboration and driven to find optimal reimbursement opportunities through typical and innovative market access pathways.  You will work with payers (public and private), agencies (PMPRB, CDA-AMC, INESSS and pCPA), and government departments (Health Canada, Public Health Agency of Canada) with a particular focus on policy influence and advocacy at the Federal level. 

Detailed Description

• Develop and deliver government affairs strategies that are aligned with global positions and support local business priorities.

• Provide strategic leadership on pricing, reimbursement, and access pathways for innovative therapies across public and private drug plans.

• Build and maintain trusted relationships with federal and provincial governments/agencies, payers, health technology assessment bodies, and other relevant stakeholders.

• Strengthen partnerships with patient organizations, healthcare professionals, and community stakeholders to support sustainable, equitable access solutions.

• Collaborate with cross-functional teams to communicate key market access assumptions to support the development of forecasts and long-range plans and to align evidence generation, pricing, reimbursement, and access tactics.

• Work with global teams to help formulate evidence-based payer value propositions based on a robust understanding of public and private payers and their decision-making systems.

• Develop innovative market access strategies and tactical plans to achieve optimal reimbursement.

• Ensure the development of high-quality submissions including HTA (Health Technology Assessment) submissions to public and private payers.

• Manage the operational/reporting requirements associated with price monitoring (PMPRB), public/private reimbursement and product listing agreements.

• Manage vendors, projects and budgets to achieve organizational objectives and priorities.

• Provide clear advice and briefing materials to senior leaders to support decisions and external engagements.

• Monitor policy and reimbursement trends, perform horizon scanning, and translate findings into actionable risk and opportunity assessments.

• Initiate and conduct various analyses to help inform organizational decision-making.

WORK ARRANGEMENT:

This is a hybrid role with in-office presence a few times a quarter and travel across the country as needed.  Preferred location is Toronto.

RELATIONSHIPS:

Reporting:  Reports to the Director – Government Affairs, Pricing, Value and Access (Canada)

Managerial: Individual contributor.  No supervisory duties

Other: Works cross-functionally with marketing, medical affairs, patient support, regulatory and commercial teams

QUALIFICATIONS:

Education:                    

Bachelor’s degree required, advanced degree preferred

Experience:   

- Minimum 5 – 7 years of experience in the pharmaceutical industry, including relevant experience in government affairs, public policy and market access

- Deep understanding of the Canadian healthcare system including drug reimbursement programs, pricing, HTA processes and patient support models

- Experience working in a matrixed organization and collaborating with cross-functional teams

- Strong written and verbal communication skills in English; French proficiency is an asset.
